Let us put vote-buyers where they belong: jail

There is this most incredible joke in Taiwan: everybody knows that KMT candidates buy votes, but our judicial system cannot catch them.
So, the judicial system is so incredibly incompetent that it cannot catch a rapist who does it openly in the marketplace under the sun light - for example, it could not find 馬英九 guilty in two courts even when he publicly admitted that he was guilty (see http://taiwan1st.net/t1/news/9)
